On October 23, 2019, Mr. Cai E’Sheng, Chairman of the Finance Center for South-South Cooperation, Mr. Jorge Chediek, Director of the United Nations Office for South-South Cooperation, and Ms. Huo Jinhua, Vice Governor of the Henan Provincial Government, signed a tripartite cooperation agreement in Zhengzhou City, to establish the “Aviation Silk Road” for South-South Cooperation Partnership Alliance. The cooperation aims to support Henan to turn Zhengzhou into an international logistics hub, connect Henan with other cities and regions to promote regional economic integration, and accelerate the development of civil aviation, international logistics, financial inclusion, and cultural exchange in developing countries.
Vice Governor of the Henan Provincial Government, Ms. Huo, met with Mr. Cai and Mr. Chediek before the signing ceremony. The three representatives held an in-depth discussion on the economic and social development of Henan Province, the construction of the "Aerial Silk Road," and the prospects for tripartite cooperation. Mr. Cai briefed the other two representatives on the development of the Finance Center for South-South Cooperation, its main business areas, and suggestions for future collaboration among the three parties. The ceremony was attended by Wang Xiaojun, Deputy Director of the UNOSSC, Wu Zhong, Director General of FCSSC, Xue Yunwei, Deputy Mayor of the Government of Zhengzhou, Fu Jing, Director of the Provincial Foreign Affairs Office, He Renxiong, Head of the Provincial Development and Reform Commission, and representatives from the Provincial Department of Commerce, the Department of Finance, and Henan Civil Aviation Development and Investment Co., Ltd, among others. In April 2019, the “Aerial Silk Road” for South-South Cooperation Partnership Alliance was listed as an achievement of the Second Belt and Road International Cooperation forum.
