On June 7-11, 2015, Chairman Cai E-Sheng attended the High-Level International Conference on the implementation of the International Decade for Action "Water for Life", 2005-2015 and Least Developed Countries and Small Island Development States Water Forum, held in Dushanbe, Tajikistan.
The forums were jointly organized by Tajikistan governments, institutions of the United Nations and related international and regional NGOs.
At the Water forum, Chairman Cai delivered a speech proposing four key points for developing countries to tackle water resource problem:
1)Developing countries should draw lessons from the experience about the utilization of water resources in developed countries and increase investment in infrastructure and construction;
2)Developing countries should strengthen the recognition of the importance of water resources.
3)Developing countries should increase monitoring and management of water resources
4)Developing countries should actively maintain close communication and cooperation between each others and promote the establishment of the resources sharing mechanism.
In addition, during his stay at Dushanbe, Chairman Cai had meetings with the chairman of the national bank of Tajikistan, Minister of finance of Tajikistan, and Minister of Energy and Water Resources of Tajikistan to discuss issues related to South-South and Triangular Cooperation, financing options for developments and sustainable development.
